Bird-Flu Pandemic: The Screenplay?

The NYT writes about details of the USG's draft pandemic-flu action plan; the paper apparently was leaked a draft copy dated 30 September.

Three pages of the draft describe a pandemic scenario in which 1.9 million citizens might die, that the NYT muses would make "its own movie epic."
